Course Title: Reporting on Service Delivery
Too often, journalists covering issues of service delivery do not have a clear understanding of the complex range of constitutional, legal and policy directives and regulations. Most also don’t have a proper understanding of the different spheres of government responsibilities and public resource management processes governing the provision of public services in South Africa. Because of this, they struggle to contextualise their coverage of service delivery issues, reporting in an ad hoc and reactiveway.
This programme will assist journalists to develop a better understanding of the service delivery framework in South Africa, and help them to investigate and report on service delivery in more systematic, analytical and proactive ways. And, since this is a programme for journalists, not public servants, the emphasis throughout the training will be on pointing journalists to the most useful and relevant sources and contacts, generating story ideas about service delivery, and considering different angles to service delivery stories.
Outcomes:
1.A clearer understanding of the service delivery framework in South Africa;
2.An improved list of sources and contacts for investigating and reporting on service delivery;
3.A stock of story ideas on service delivery in South Africa;
4.An appreciation of different angles to reporting on service.
About the facilitator, Derek Luyt:
Derek holds a B.Soc.Sc. (Honours) from the University of Cape Town and an MA from Rhodes University. He taught sociology at Khanya College (Johannesburg), the University of Witwatersrand and the University of Cape Town in the 1980s, before moving to Camdeboo in 1992, where he established the Camdeboo Victim Empowerment Centre.
In 2003 he moved to Grahamstown where he worked as a journalist, sub-editor and editor at the East Cape News (ECN) news agency. From August 2005 until July 2007, he ran the Investigative Journalism programme in the Department of Journalism and Media Studies at Rhodes University, before joining the Public Service Accountability Monitor (PSAM) as Head of Media and Advocacy. Besides writing for newspapers and participating in radio and television debates, Luyt spends much of his time assisting journalists with information and analysis on a wide variety of issues.
He has run numerous training courses in investigative journalism, investigating and reporting corruption and investigating and reporting service delivery for journalists and journalism students throughout Africa. In addition to his involvement with the media, Derek currently serves on the Law and Human Rights Working Group of the South African National AIDS Council (SANAC), is a member of the National Working Group on Sexual Offences and the Eastern Cape Victim Empowerment Forum and is a board member of the Eastern Cape Communication Forum.
